The Concept of Need-Based Minimum Wage in Indian Pay Commissions
Since the 3rd Pay Commission, the minimum salary for the lowest cadre in Central Government service (currently Level 1, entry pay ₹18,000) has been anchored on the Need-Based Minimum Wage formula established by the 15th Indian Labour Conference (ILC) in 1957.
The 15th ILC Norms Include:
- 3 consumption units for one wage earner.
- Minimum food intake of 2,700 net calories per adult per day (Dr. Aykroyd Dietary Standard).
- 18 yards of cloth per unit per annum.
- Housing rent equivalent to 10% of minimum food and clothing expenses.
- 20% allowance for fuel, lighting, education, recreation, and unforeseen contingencies.
